ISO39001 (Road Traffic Safety Management Systems) Certification

On January 27, 2023, Tokeidai Bus Corporation received ISO39001 (Road Traffic Safety Management Systems) certification from the Japan Quality Assurance Organization (JQA).

This is the first certification for charter bus operators in Hokkaido, according to a survey by the Japan Quality Assurance Organization (JQA) and the National Agency for Automotive Safety and Victims' Aid (NASVA).

What is "ISO39001"?

ISO39001 is an international standard for Road Traffic Safety Management Systems developed by the International Organization for Standardization (ISO).

Road Traffic Safety Management Systems are management systems designed to reduce the number of fatalities and serious injuries resulting from road traffic accidents.

ISO39001 was just issued in October 2012, and was created as a result of a proposal from Sweden, a country known for its advanced transportation system.

How ISO39001 relates to the SDGs

The third goal of the SDGs: 'health and well-being for all'

Road Traffic Safety is included in the Sustainable Development Goals (SDGs).

The third goal of the SDGs, "health and well-being for all," consists of 13 targets. Road Traffic Safety falls under Target 6: "By 2020, halve the number of deaths and injuries from road traffic crashes worldwide".

ISO39001 standardizes rules for Road Traffic Safety

ISO39001 standardizes the following rules for Road Traffic Safety:

  1. Identify business challenges and regulations,
  2. Clarify roles, responsibilities and authorities within the organization,
  3. Identify risks, establish safety management indicators, and develop objectives and performance plans,
  4. Establish communication channels, secure necessary equipment and train employees,
  5. Implement policies, preparing for and responding to emergencies,
  6. Surveys, data collection and improvement activities.

Initiatives up to Certification

Since November 2021, we have been working on Road Traffic Safety under the consulting guidance of the Transportation Safety Management Division of the National Agency for Automotive Safety and Victims' Aid (NASVA) for about one year.

In January 2023, the final audit by the Japan Quality Assurance Organization (JQA) resulted in ISO 39001 registration.

RTS targets

PDCA cycleUnder ISO39001, Road Traffic Safety targets are established, and the PDCA cycle of "Plan (P) → Do (D) → Check (C) → Improve (A)" is used to operate the road traffic safety management system in order to achieve the targets.

We have established the following "RTS Targets" and "Detailed RTS Targets".

RTS Targets

  1. Elimination of fatalities and serious injuries due to traffic accidents
  2. Reduction of the number of accidents with attributable causes (10 or less)
  3. Prevention of service suspension due to vehicle breakdowns during operation

Detailed RTS Targets

  1. Prevent impatient driving
  2. Prevent excessive speeding
  3. Increase attention to health care
  4. Increase alcohol testing in remote areas
  5. Improve vehicle maintenance
